Armando Chacon, Partner. He was research director at the Mexican Institute for Competitiveness, focusing in human capital and public policy. Previously he worked at KPMG in Washington DC. and the Ministries of Finance, Agriculture and Economy in Mexico. He holds a BA from ITAM and an MBA from Georgetown University.


Pablo Pena, Partner. He was chief economist at Mexico’s National Banking and Securities Commission. Previously, he worked on antitrust conflicts at a Chicago-based consulting firm, and at Mexico’s Ministry of Finance on tax policy, insurance, pensions, and development banking. He holds a BA from ITAM and a PhD in economics from the University of Chicago. 






Miguel Reyes, Consultant. He worked at Mexico’s National Institute of Social Economy (previously FONAES). He holds a BA in economics from ITAM. His BA dissertation was awarded the Mexican Institute for Competitiveness (IMCO) prize.


Zachary Intemann, Consultant. He has worked in impact evaluation for the not-for-profit sector in Latin America. He holds a BA from Fordham University and an MSc in International Development and Economics from the University of San Francisco.




David Rodriguez, Consultant. He previously worked as researcher for the Mexican Institute for Competitiveness (IMCO) and Fundación IDEA. He holds a BSc in Business Engineering from ITAM and an MA in Social Sciences from the University of Chicago.
